A Civil Service Commission is a government agency that is constituted by legislature to regulate the employment and working conditions of civil servants – sort of a human resources department normally seen in corporations. The CSC is an unbiased, independent body that hears and rules on appeals filed by State, county and municipal civil service employees, candidates for employment, and appointing authorities.
